GENERAL PARK RULES
We do not allow smoking in our facility. This is for the health and safety of all the players as well as the comfort of others watching the games from the stands. We encourage anyone who would like to smoke to go out to their vehicle in the parking lot and smoke there.

No wheels in the park.
This means no:
Bikes
Skateboards
Shoes with wheels in them
Skooters
Skates

No profanity:
We have players from age 4 thru 15. Please use appropriate language and be reminded that the use of inappropriate language or gestures is a criminal offense.

Please abide by all the league rules as they are in place to provide everyone with the most enjoyable time while visiting our park.

13.3 Rookie League:

g. Balls out of the strike zone, regardless if the batter swings or not will be called a no pitch unless the ball is hit into play. No base on balls will be awarded. An umpire will not call a no pitch until the ball has passed the batter.

h. On the first pitch to travel thru the strike zone and not be swung at, the umpire will state “that was a good pitch”. Thereafter, the umpire will call strike or no-pitch. Each batter will only receive 4 good pitches unless the 4th pitch is fouled off.

i. The ten run mercy rule is in effect after four complete innings have been played unless the home team is ahead after three-and-a-half innings.

j. No new inning may be started after one hour fifteen minutes from the start of play. A complete game is 6 innings unless the home team is ahead after five-and-a-half innings. The umpire should note the starting time in the official score book and inform each manager. The official clock will be maintained by the umpire or, if necessary, by the official scorekeeper. If a team does not have a minimum of 8 players, ten minutes after the scheduled start time of a game, a forfeit will be declared.
Official line-ups must be turned into the home team scorekeeper at least 5 minutes prior to the scheduled start time of a game. Once an official line-up has been turned in, no changes in the order can be made. Players that show up late are added to the end of the line-up.

k. Suspended games will be played, if necessary, and will resume at the point of suspension if the score is tied after two complete innings have been played according to the official score book. If less than two innings have been played, the umpire shall declare it a “no game” and the game, if necessary, will be replayed as a new game.

l. All teams will bat a maximum of ten players per inning. When the tenth batter enters the batters box, two outs will be assumed.
Six runs are the maximum runs a team can score in one inning. If the bases are loaded and that team has already scored 5 runs that inning and the batter hits a homerun, only one run will count to give that team the maximum of 6 runs an inning.
A batter that slings the bat will be given a warning per game and then called out on each subsequent offense.

m. Defensively, each team should have no less than eight players on the field, of which no more than six can be positioned in the infield until the batter makes contact with the ball.

n. If a player is listed on the official line-up and is not able to bat when it is his/her turn to bat, it will result in that batter being called out. If a player is injured and forced to leave the game and not return, he/she will be removed from the official line-up and will be skipped in the line-up instead of being called out. Once a player is removed from the official line-up they can not be placed back into the line-up for that game.

o. Offensively, all players on the team roster must bat in the order they are listed on the official line-up. If a batter bats out of order he will be called out. It is the responsibility of each Team Manager to make appeals to the umpire about a batter batting out of order. All appeals must be made prior to the first pitch to the next batter.

p. Players may steal at their own risk after the ball has crossed home plate. If a base runner leaves a base before the ball crosses the plate, a “delayed dead ball” will be signaled, the base runner that left early will be called out. All other base runners return to the last base occupied and can only advance if forced.

q. Bunting is permitted. Defensive players may not cross the hash mark until the ball leaves the pitching machine. The pitcher must remain behind the front legs of the pitching machine until the ball is put into the machine. If a player presents a bunt position and then takes a full swing at the ball on the same pitch, the batter will be called out. This is for the protection of the defensive players.

r. A player can not request time from the outfield. The ball must be in front of the lead runner or the lead runner must stop advancing, before a player can request time. Players can continue to advance at their own risk until the umpire has granted time.

s. An overthrow occurs when a fielder throws the ball to 1st or 2nd base in an attempt to retire a base-runner and the throw is not caught or touched by the receiving defensive player. All runners may only advance one base, at their own risk when an overthrow occurs at any base. This rule does not apply to defensive players that are not in the correct position.

t. If a batted or thrown ball hits the pitching machine, the ball will remain live and in play. *** If a ball is hit and strikes the pitching machine, it is a fair ball regardless of where the ball goes after striking the pitching machine.*** If a ball is hit and lands under the pitching machine, the batter will be awarded first. No other runners will advance unless forced. If the ball is thrown by a defensive player and lands under the pitching machine a “dead ball” will be called and all runners will return to the last base occupied.

u. The pitching machine will remain set at 44 MPH for all games.

v. No adjustments to the pitching machine will be made during any inning unless approved by both managers.

w. The home team will be responsible for setting the pitching machine up prior to the scheduled start time of a game and keeping the official score book. The visiting team will be responsible for putting the pitching machine up after the game is over and maintaining the score board.

x. The only person on the field that can address the umpire or appeal a call made during a game is the team manager. Any person other than the team manager that addresses the umpire can be ejected from the game at the umpires discretion.

y. No big barrel bats are allowed. The barrel of a bat can be no greater than 2¼inches.

z. All teams will be seeded according to their record for the park tournament. The highest seed will play the lowest seed using a bracket format.
The winning manager of the park tournament will have the option of managing the A or B team for all-stars.
The second place manager of the park tournament will have the option of managing the other team for all-stars or finding a replacement to manage for him.

13.4 Minor League:

a. Each team may only field 10 defensive players. No more than 6 defensive players can play in the infield. Players must be beyond the cutouts of the bases to be considered playing in the outfield. Each player on a team will play a minimum of 2 innings on defense.

b. Each team will bat their entire lineup in order. Lineups should be turned into the umpire and official score keeper before the scheduled start time of each game.
No new inning can begin after 75 minutes of play. The umpire will keep track of the official game time. Once a pitch has been thrown that inning must be completed.

c. Once a lineup is turned in players can not be removed except for a medical emergency. If a player is hurt and unable to return to the game, he/she will be removed from the lineup and they will be skipped in the batting order without penalty. Once a player is removed from the lineup due to injury/medical emergency that player can not re-enter that game at any point.

d. It is the responsibility of each manager to make an appeal to the umpire if a player is batting out of order. The appeal must be made after the player batting out of turn has completed their at bat and prior to the first pitch to the next batter. If a batter is found to have batted out of turn that batter will be called out and all base runners will return to last base occupied.
If a skipped batter goes un-appealed the batting order follows the player that batted out of order.

e. There is a 5 run limit each inning on runs scored by either team. There is no limit to the amount of batters that can bat each inning.
A 10 run rule is in effect after 4 complete innings or 3½ innings if the home team is ahead.

j. Once a play is over, there are no runners advancing and the pitcher possesses the ball in the cut out of the mound no runners can advance until the next pitch crosses the plate. A pitcher is considered to be on the mound once inside the cutout of the pitchers mound. Players can continue to advance until the pitcher possesses the ball on the mound and no base runners are trying to advance. This rule is in place to speed the game up.

k. A pitcher can only pitch three innings per game, six innings a week. A pitchers’ first pitch will constitute a complete inning. Only the starting pitcher may re-enter the game as a pitcher if he/she has not pitched 3 innings. All other pitchers that are removed can not return in the same game at the pitcher position regardless of how many innings they have pitched.
If a pitcher hits 2 batters in the same inning or 3 batters in a game, that pitcher can no longer pitch during that game. That player can still play any other position on the field. This rule is for the safety of the batters and to encourage coaches to develop more pitchers.
A manager is allowed 2 trips to the mound per pitcher per game. These meetings will be limited to one minute and will be enforced by the umpire. The pitcher must be removed from the pitcher position on the second trip to the mound.

l. If a batter is hit by a pitch the batter will be awarded first base. No other runners can advance unless forced. If a batter attempts to hit a pitch and is struck by the ball, the umpire will call “strike” and no base will be awarded. Any time a pitched ball hits a bat while the batter is in the batters box it is a live ball.

m. Players can not slide head first into a base while advancing. Players can slide back into a base previously occupied head first. A player that violates this rule will be called out. This rule is for the safety of the players.

n. The infield fly rule is in effect.

o. Balls and strikes are a judgment call for the umpire to make. Managers can not appeal a judgment call.
Only the manager of a team can make an appeal to the umpire. No manager or coach can step on the field unless permission is granted by the umpire.

p. The home team will be responsible for keeping the official score book. The visiting team will be responsible for running the score board.

q. The only person on the field that can address the umpire or appeal a call made during a game is the team manager. Any person other than the team manager that addresses the umpire can be ejected from the game at the umpires discretion.
